The aim in these case studies is to find further ways to overcome both that ‘secret sharing’ model and the cat’s cradle of paper-based policy. MODELS OF NEEDS ANALYSIS FOR HIGHER EDUCATION The first problem we meet is that needs analyses in staff and educational development are relatively under-theorized. The industry-oriented model of training needs analysis tends to start with the assumption that there is a problem in an organization or in the work of one or more people, and that needs arise from the problem identification (Rae, 1997).

There had been requests for some years for a resource to support new counsellors at residential school, to parallel the equivalent resource for new tutors. Up till then, a briefing letter had been sent out from the centre about the role, but there was no nationally agreed policy on subsequent briefing and support. In addition, a change in student support throughout the university seemed likely to increase the development needs of new counsellors. This stimulated me to examine their needs and explains the context to this analysis, demonstrating that the project would help to fulfil both group and institutional needs.
